The Locks is a truly amazing experience. The Hiram M. Chittenden Locks, often called the Ballard Locks, link salty Puget Sound with the fresh waters of Lake Union, and Lake Washington. Watch the parade of sailboats, motorboats, tugs, barges and yachts passing through as the water level is adjusted.
Then head to the Fish Ladders. The sockeye run is the largest, along with the Chinook and Coho salmon runs which you can just catch the tail end of in October if you go soon. Here’s an amazing fact…
Between hatching and spawning, the returning fish must survive many hazards. In the end, less than one egg in 1,000 survive to spawn as an adult. That’s enough just to marvel at the spawning fish you see from windows in the fish viewing room.

Mortgage Rates
McLean, VA – Freddie Mac (NYSE:FRE) today released the results of its Primary Mortgage Market Survey® (PMMS®) in which the 30-year fixed-rate mortgage (FRM) averaged 4.87 percent with an average 0.7 point for the week ending October 8, 2009, down from last week when it averaged 4.94 percent. Last year at this time, the 30-year FRM averaged 5.94 percent. The last time the 30-year FRM was lower was the week ending May 21, 2009, when it averaged 4.82 percent.
The 15-year FRM this week averaged 4.33 percent with an average 0.7 point, down from last week when it averaged 4.36 percent. A year ago at this time, the 15-year FRM averaged 5.63 percent. This is the lowest the 15-year FRM has been since Freddie Mac started tracking it in 1991.
The five-year Treasury-indexed hybrid adjustable-rate mortgage (ARM) averaged 4.35 percent this week, with an average 0.5 point, down from last week when it averaged 4.42 percent. A year ago, the 5-year ARM averaged 5.90 percent. The 5-year ARM has not been lower since Freddie Mac started tracking it in 2005.
The one-year Treasury-indexed ARM averaged 4.53 percent this week with an average 0.5 point, up from last week when it averaged 4.49 percent. At this time last year, the 1-year ARM averaged 5.15 percent.

Housing market downturn hitting smaller cities’ budgets

NEWCASTLE, Wash. – We know large cities like Seattle are facing major budget crises due to less revenue coming in, but often small cities and towns are hit even harder in this economic downturn.
Many depend heavily on the revenue that comes in from new development. That means when the building stops, so does the money flow.
Just a few years ago, the city of Newcastle issued 130 permits for new single family homes. This year, they have issued just three. It is an equation that’s wreaking havoc with the small city’s budget. Now, layoffs of city employees and service reductions are being considered by the city council. Read Entire Article Here
